「簽章」的意思是什麼呢？

我最近去某某有線電視的服務處申辦業務，申請表格的某個欄位寫著「簽章」，經過幾次來回的溝通之後，我才發現使用同一張的申請表格，他們的規定是某些業務「簽名或蓋章」擇一即可，但是某些業務的要求比較嚴謹，則是「簽名+蓋章」兩者都要有，才可以審核過關。
這樣子是不是有點讓人無所適從呢？
依據民法第3條第2項的規定：「如有用印章代簽名者，其蓋章與簽名生同等之效力」。所以不管是簽名或蓋章，都是有同樣法律效力的行為，
(1)「簽名」是原則性的做法，
(2) 而「蓋章」是作為補充/例外的選項，
(3) 至於「簽名+蓋章」則是加強確認身分的正確性之用。
這個解釋有沒有顛覆你原來的想法呢？！
前幾天又發生一件事，我幫客戶去水公司辦理過戶，服務人員的態度非常客氣，輕聲細語的說，請我在某個「簽名」的欄位蓋上印章？我問表單上不是寫「簽名」嗎？為什麼還需要「蓋章」呢？他笑笑說，不好意思，這是公司的規定。這一次我沒有再作爭辯，乖乖的拿出印章來蓋，都不要互相為難對方，大家都辛苦了。
我的因應做法，只要條件許可，我會把簽名及印章都給它準備好，省得後續的麻煩事一堆，提供大家參考之。
